Materials Needed:
Worsted weight yarn (color of your choice for the shutters and border)
Crochet hook (size H-8 or 5mm)
Yarn needle (for weaving in ends)
Scissors

Abbreviations:
ch = chain
sc = single crochet
sl st = slip stitch
st = stitch
inc = increase (2 sc in the same stitch)
dec = decrease (single crochet two stitches together)

Pattern: Base (Shutter):
Ch 11 (or desired width of the shutter).
Row 1: Starting in the 2nd ch from the hook, sc across (10 sc).
Row 2-12: Ch 1, turn, sc across (10 sc). Repeat until you reach the desired length for the shutter (10 rows should create a small shutter). Fasten off, leaving a long tail for sewing.

Shutter Slats (Make 4):
Ch 7 (or desired length of each slat).
Row 1: Starting in the 2nd ch from the hook, sc across (6 sc).
Row 2-6: Ch 1, turn, sc across (6 sc). Repeat until you reach 6 rows.
Fasten off, leaving a long tail for sewing.

Shutter Border:
After assembling your slats, join the border by adding a simple single crochet edge around the shutter base.
Attach yarn at any corner of the base.
Round 1: Ch 1, sc evenly around the entire shutter base, placing 3 sc in each corner to round it off.
Round 2: Ch 1, sc around again, placing 3 sc in each corner for a neat finish.
Fasten off, and weave in ends.

Assembly:
Lay your base flat. Position the 4 slats across the base horizontally, spacing them evenly (about 1-2 stitches apart, depending on your preference).
Using a yarn needle, sew each slat across the base, securing the ends of the slats to the base.
After attaching all slats, weave in any loose ends and finish off.

Optional:
Button or Loop: You can add a button or a small loop to the top of the shutter if you want to hang it as decoration.
Color Variations: Use different colors for the slats and border for a fun and customizable design.
Now you have a small shutter with a border! This can be used for various projects or simply as a charming crochet piece to display.
Your shutter(s) are now ready to be attached to the sided of windows for a finished look!
